CSV/Excel Import Tool for Historiocal Data

This tool will allow uploading CSV/Excel files, making importing of Historical Data much easier.

This has been possible in Platform so far, but required using the file format of the Dataloggers in use and their access credential. The new tool will add a convenient UI to do this.
